Popover Pizza

Heat oven to 400 degrees.

1 pound ground beef
1 (15 ounce) can tomato sauce
½ cup chopped green pepper
2 Tablespoons Bisquick baking mix
1 Tablespoon parsley
½ teaspoon pepper
2 cups shredded Cheddar cheese (8 ounces)
¾ cup water
¼ cup margarine or butter
1 cup bisquick baking mix
4 eggs
¼ cup  chopped green onions

Brown ground beef in skillet; drain.  Stir in tomato sauce, green pepper, 2 Tablespoons baking mix, the parsley and pepper.  Heat to boiling.  Boil and stir for 1 minute.  Pour into ungreased rectangular pan, 9 x   13 x 2. 
Sprinkle with cheese.

Heat water and margarine to rolling boil in 3 quart saucepan.  Add 1 cup baking mix all at once.  Stir vigorously over low heat until mixture forms a ball, about 1 ½ minutes.  Remove from heat.  Beat in eggs, one at a time; continue beating until smooth.  Spread over beef mixture.  Sprinkle with onions.  Bake until puffy and golden brown, 25 to 30 minutes.  Serve immediately.
